MOFCOM Scholarship 2022-2023 is a fully funded scholarship for international students. These scholarships are available for masters and PhD. MOFCOM Scholarships for International Students is valued at 36000 RMB/Year for each master’s degree student; 42000 RMB/Year for each doctoral degree student.
Starting from 2008, the Academic Education Programs sponsored by the Ministry of Commerce of People’s Republic of China is designed to foster top cadre business officials and managerial personnel from the recipient countries, offering one-year or two-year master programs as well as three-year doctoral programs
The scholarship offers one-year or two-year master programs as well as three-year doctoral programs for the purpose of offering inter-disciplinary education to top-level personnel working in the fields of government, trade, foreign affairs, agriculture, technology, education, culture, and health, building intellectual capacity and facilitating the economic and social development of the recipient countries. These programs provide assistance to government officials, research fellows, and senior managerial personnel for their master and doctoral education in China. The programs are fully conducted in English. Admission requirements include a bachelor’s degree, relevant working experiences, and good health conditions, essential for the high-compact curriculum programs.

MOFCOM Scholarship 2023 Benefits
MOFCOM Scholarship will cover:
- Exemption from tuition fees, teaching materials fees, research and investigation fees, English teaching subsidies, and graduation thesis guidance fees.
- Free access to on-campus accommodation.
- Living subsidy: 36000 RMB/Year. for each master’s degree student; 42000 RMB/Year. for each doctoral degree student.
- Settlement allowance: 3000 RMB/person.
- Comprehensive medical insurance in China.
- Free round-trip international air ticket: 1 time for students studying for one year; for those studying for two years or more, 1 time of free round-trip international air ticket plus n-1(n for the number of schooling years) time(s) of round-trip air ticket for returning home to visit relatives.
- All degree students are required to participate in the annual review, and those who pass the academic performance assessment can continue to enjoy the full scholarship in the second year.
- Other expenses are managed by the Ministry of Commerce or the school, and won’t be distributed to the students. The Ministry of Commerce only provides funding for students within the academic system. The student whose graduation is postponed will not continue to receive funding.

MOFCOM Scholarship 2023 Eligibility Criteria
To qualify for MOFCOM Scholarship, candidate must fulfill all of the following requirements below:
- Required Language: English
- Eligible Countries: All world countries
- The Applicants must be healthy non-Chinese citizens under the age of 45 (born after Sept. 1, 1976) from the developing countries.
- Must have a bachelor’s degree or above with three or more years of work experience.
- Applicants with professional learning or working background related to the program and still in service will be preferable.
- Must be serving as public officials at the department level or above (or corresponding levels) of the government of the home country, senior management personnel of various institutions and enterprises, or academic backbones of universities and scientific research institutions.
- The Applicants must be proficient in English and utilizing English for specialty course study.(Reference Standard: IELTS 6.0 or above in overall band score, or new TOEFL 80 or above).
- All applicants shall be in good physical and mental conditions. A health certificate or medical report issued by a local public hospital is required. The Applicants should have no diseases prohibited by China’s Entry-Exit Inspection and Quarantine Laws and Regulations from entering China or from staying in China for a long time, including severe hypertension, cardiovascular disease, diabetes, cancer, other chronic diseases, mental disorders or infectious diseases which may have a serious impact on public health. Applicants who are in the period from a major surgery recovery, onset of the acute disease, or have severe disabilities will not be considered. Females during pregnancy are not allowed to participate in training in China. If the Applicant becomes pregnant while studying in China, she will be expelled from school.
- Students having studied in China or having been admitted to other Chinese government scholarship programs are not allowed to apply.
- Applicants should be equipped with the potential for career development in this field and intend to promote friendly exchanges and cooperation between the home country and China.
MOFCOM Scholarship 2023 Required documents
- Application Form for MOFCOM Scholarship-CSC Program;
Ensure you have both submitted it online (visit www.campuschina.org, click “Scholarship Application for Students”) and printed the hard copy. For more application instructions, please check Attachment I;
- Photocopy of highest diploma;
- Photocopy of academic transcripts;
- A Study Plan or Research Proposal, plus a resume including the educational background and working experience after high school;
- Two recommendation letters, including one from current employer and one from academic perspective;
- Photocopy of the Foreigner Physical Examination Form;
- Photocopy of the English proficiency certificate;
- Photocopy of a valid passport;
- Non-criminal Record Report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

how to apply
Submission Offline
- The applicants shall obtain the approval and recommendation from the relevant department of host country before applying for this scholarship. Afterwards, the applicants could submit application according to the requirements of above department.
- For the applicants whose host government allows them to submit the application directly to the Embassy of China, please obtain the permission or recommendation letter from the host government which states that the applicant has been approved to study in China, and submit the original documents of the letter and other above mentioned application documents to the ECCO of Chinese Embassy in the host country. - The responsible department of the host government shall submit a written request to the ECCO of Chinese Embassy for an official recommendation letter and clearly state:
- a) Whether the applicant is willing to be considered for a similar program at other universities if the applied programs could not accept the applicant.
- b) Other special requests if any.
Reminders:
- a) All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required.
- b) An original copy of degrees, transcripts, Foreigner Physical Examination Form and language certificates must be presented for on-site verification.
- c) Applicants will get back all the hard-copy materials, both original copies and photocopies from the ECCO of Chinese Embassy. If admitted, students must take the documents to China and submit them to the university for verification and archive.
- d) Bringing spouse or other dependent for accompanying is not allowed during the students’ study in China. The scholarship will not provide any related cost;
- e) No explanation will be given on the enrollment result.
- f) Applications without the recommendation from the ECCO of Chinese Embassy will not be considered.
Placement
Each applicant can choose one major and three preferred universities out of the 26 designated universities. CSC will place each applicant in one university only on the basis of their choice and universities’ requirements.
VII. Admission & Registration
Scholarship winners will receive the admission package from ECCO of the Chinese Embassy by the end of August, and must register at the host university before the deadline which is usually September.
Please carefully read the instructions before applying for the scholarship.
Step 1:
Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org
Register an account through [CREATE AN ACCOUNT] and login with your account.
Step 2:
Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.
Step 3:
Select the correct “Program Category”.
Please select Program Category “Type A”. (Only for applicants of MOFCOM Scholarship-CSC Program)
Step 4:
Input the correct Agency Number.
Your Agency Number is: 00010. (Only for applicants of MOFCOM Scholarship-CSC Program)
Program Category and Agency Number are directly matched, both are mandatory for online application. Scholarship receiving authorities (or application processing authorities) will inform the program category and agency number to candidates who are qualified for applying.
After inputting agency number, the matched agency name will automatically show on the page. As Program Category and Agency Number are directly matched, application processing authorities will not receive your online application if the program category or agency number are not correct.
Step 5:
Input Application Information
Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.
When applicants of “Type A” application choose the “Preferences of Institutes”, system will automatically match the available universities according to the selected “Student Category, Preferred teaching language and Major Applying for”. With any inquiry concerning the available majors of each university, please visit the following website. http://www.campuschina.org/universities/index.html
“Catalog of Discipline Field, First-level Discipline, Specialty” is available from the “Help”, applicants could download the file to identify the relation between Discipline and Major.
Step 6:
Once submitted, amendment cannot be made on “Personal Details” and “Application Information”. Before the application being processed by the processing authorities, applicant can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicant must submit at second time after re-editing, or the application will not be processed. Once the application is processed, application cannot be revoked.
Step 7:
Click” Print the Application Form” and download the form.
Step 8:
Submit scholarship application under the requirements of the dispatching authorities (or application processing agency)
China Scholarship Council never entrust any individual or intermediary agent to process Chinese government scholarship applications. Kindly remind that all applicants to directly submit your scholarship applications through official dispatching authorities, avoiding being deceived.
